Short answer
Meta charges for the WhatsApp Business Platform per delivered message, based on the message category and the recipient's country. For Indian numbers, Meta's rate card lists ₹0.8631 per marketing message and ₹0.115 per utility, authentication or service message, before volume discounts and taxes. Since 1 October 2026, free-form service replies are charged after 1,000 free each month per business phone number, and utility templates sent inside an open 24-hour customer service window are charged too. Your provider's platform fees, including SMSTAKE's, are separate from Meta's charges.
Breakdown of Meta's pricing categories (India rates)
Meta still uses the four category names familiar from its old "conversation" pricing, but it no longer charges per 24-hour conversation. Since 1 July 2025, it charges for each delivered message, at the rate for that message's category. Messages your customers send you are free, and you pay only when a message is delivered.

These are Meta's rupee list rates for messages to Indian numbers on its rate card effective 1 October 2026, as reported when the changes took effect. They are before volume discounts and taxes. Utility and authentication messages get lower rates at higher monthly volumes. Volume is counted across all WhatsApp Business accounts in your business portfolio, separately for each country and category. Meta can change rates on the first day of any quarter, so check its current rate card before you set a budget.
Meta also reviews template categories and can change a template's category, for example if a "utility" template contains an offer. You are charged at the category the template has when you send it, so check the category on each approved template.
October 2026 Meta utility and service message updates
Service replies: per-message billing after 1,000 free
Free-form service replies had been free since 1 November 2024. Since 1 October 2026, they are charged per delivered message, at the same rate as utility and authentication messages in each market.
- The free allowance is per phone number, not per WABA: each business phone number gets 1,000 free service messages a month. A WhatsApp Business Account (WABA) with three numbers gets 1,000 free on each.
- Charges start at the 1,001st delivered service message in the month, and unused free messages don't carry over.
- The 24-hour rule is unchanged: you can only send free-form service messages while a customer service window is open. The window opens, and resets, each time the customer messages you.
Utility templates inside an open 24-hour window
From 1 July 2025 to 30 September 2026, utility templates sent while a customer service window was open were free. Since 1 October 2026, they are charged at the utility rate wherever they are sent. Utility templates can still be sent at any time, inside or outside a window. Inside an open window, a free-form service reply now costs the same per message but draws on the 1,000 free allowance first, so it is often the cheaper choice.
Example: one support conversation, before and after
An illustrative example. A customer messages your business, and inside that open window you send three free-form replies and one utility order-update template.

Other rules to know
- Free entry point windows are unchanged. When a customer messages you from a Click to WhatsApp ad or a Facebook Page call-to-action button, using WhatsApp's Android or iOS app, and you reply within 24 hours, a 72-hour window opens in which every message is free.
- A payment method is required. Meta required solution providers and directly integrated businesses to have one on file by 30 September 2026; without it, service messages stopped being delivered once they became chargeable. If you use a provider, ask how service-message billing works on your account.
- Billing in rupees. Meta started rupee billing on 1 January 2026 for eligible solution providers and directly integrated businesses billed in India. Eligible WhatsApp Business accounts must move to rupee billing by 31 December 2026, or Meta stops delivering their messages from 1 January 2027.

Which option costs least depends on your SMS or voice rate compared with Meta's authentication rate plus provider fees, and on how many of your customers use WhatsApp. Compare your own numbers rather than relying on a general rule.
Multi-channel routing: the right channel for each message
A common way to reduce Meta charges is to send each message on the channel that suits it: SMS, or RCS on supported Android phones, for OTPs, and WhatsApp where rich content and two-way chat add value. Use this as a starting point, then adjust it to your own rates and audience.

More ways to cut WhatsApp costs
- Keep templates in the right category: at list rates in India, a marketing message costs more than seven times a utility message, so don't mix promotional content into utility templates.
- Use Click to WhatsApp ads to start conversations: messages in the 72-hour free entry point window aren't charged.
- Resolve queries in fewer messages: service messages beyond the free 1,000 each month are charged per message.
- Track spend by category: Meta's pricing analytics and the pricing details in message webhooks show which messages you're paying for. Volume tier details are only in pricing analytics.
