Short answer
The WhatsApp Business app is a free phone app for small businesses. You chat with customers by hand from one phone and up to four linked devices. The WhatsApp Business Platform, usually called the WhatsApp Business API, is for businesses that need several team members, automation, links to a CRM or website, and template messages to opted-in customers at scale. It is accessed through a provider, and Meta charges per message. Consider upgrading when your volume, team size or need for integrations outgrows the app.
What the WhatsApp Business app gives you
The app is free to download. WhatsApp lists these built-in tools:
- A business profile with description, address, email and website
- A catalog of products and services
- Quick replies, greeting messages and away messages
- Labels and lists to organise chats
It runs on one primary phone and up to four linked devices. You need to open the app on the primary phone at least every 14 days to keep linked devices connected. WhatsApp also offers a paid Meta Verified subscription for businesses, which adds more linked devices and chat assignment.
What the WhatsApp Business Platform (API) adds
- Integration: your CRM, website, order system or helpdesk can send and receive messages through the API.
- Automation: order updates, reminders and replies can be triggered by your systems instead of typed by hand.
- Template messages: to start a conversation, or to message a customer more than 24 hours after their last message, you use templates approved by Meta.
- Team inboxes: several agents can work on one number through a provider's inbox or your own tools.
- Status updates: your system is notified when a message is sent, delivered, read or has failed.

Signs it's time to upgrade
- Several people need to answer customers from the same number
- You send the same updates by hand many times a day
- You want WhatsApp messages logged in your CRM or helpdesk
- You need order, booking or payment updates sent automatically
- You want delivery and read status reported to your systems
If none of these apply, the free app may be all you need for now.
How onboarding to the API works
Most businesses onboard through a provider using Meta's Embedded Signup flow:
- Sign in and accept termsLog in with your Facebook or Meta business account and accept the WhatsApp and Meta terms of service.
- Choose your business portfolio and WhatsApp Business accountSelect existing ones or create new ones.
- Add and verify your phone numberEnter the business number and confirm it with a verification code, then enter the display name customers will see.
- Create message templatesSubmit templates for Meta to review and categorise as marketing, utility or authentication.
- Set up opt-in and go liveMake sure customers have opted in, connect your systems and send test messages.
Meta's opt-in rules say customers must have given you their number and agreed to receive messages from your business. Your request must clearly name your business and state what the customer is agreeing to. Opt-in can be collected on your website, by SMS, through an IVR call, in person or on paper, as long as it follows applicable law.
Can I keep my existing Business app number?
Often, yes. Meta lets a supported provider connect an existing WhatsApp Business app account to the Cloud API. You can keep replying one-to-one in the app while your systems send messages through the API. Meta's documentation lists some conditions:
- The app must be version 2.24.17 or later, and the provider must support this onboarding flow.
- If you choose to share it, up to 180 days of chat history can be synced to the provider.
- A number used in both the app and the API has a fixed throughput of 20 messages per second.
- Some app features change: broadcast lists become read-only, and disappearing messages, view-once messages and live location are turned off for one-to-one chats. Group chats are not synced.
- The connection can be lost if the primary phone is inactive for about 14 days.
Availability depends on the provider, so confirm this during onboarding before you plan around it.
Pricing in brief
Meta has charged per delivered template message since 1 July 2025. Charges depend on the template category (marketing, utility or authentication) and the customer's country. From 1 October 2026:
- Service messages - your replies within the 24-hour window after a customer messages you - are charged after a free tier of 1,000 per business phone number per month.
- Utility templates sent within that 24-hour window are also charged.
